MasterCard to Change Sales Tax Requirements in April: Potential Fee Increase for B2B Merchants

Did you know that as of April 1, 2010, MasterCard® changed its fees and interchange qualification criteria in ways that impact B2B processing?  If you currently process MasterCard Purchasing Cards without Level-3 line item details, your out-of-pocket fees will most likely increase.  Here’s why…

MasterCard no longer accepts “zero” as a valid tax value to qualify for Commercial Face-to-Face and Commercial Data Rate II categories.  Only “non-zero” tax values that fall within the specified valid range will be accepted.  So, if a commercial transaction has no sales tax or if the acquirer or merchant cannot provide sales tax data, the transaction will downgrade to the highest interchange rate.  By providing Level-3 data, a capability 3Delta Systems includes as a standard feature, this rule does not apply.  So, be sure to send Level-3 data and save your money!

Why does level 3 processing cost less to process

Visa and MasterCard business, commercial, government and  purchasing cards are used similar to personal credit cards. However, Level-3 transactions carry lower interchange rates due to lower risk  B2B or B2G situations and fraud, chargebacks, etc are less and the costs are lower. In addition, the merchant is incented to provide the increased data to support the industrial buyer and improve their card accounting.

Card Knowledge – Level 3 Purchase Card Data

“Level-1″ card data is typically associated with consumer transactions and provides limited purchase data back to the cardholder.

“Level-2″ data adds more information to benefit the corporate/government/industrial buyer, but the number of fields is limited because of the restricted data capture capabilities provided by most hardware-based POS terminals.

“Level-3″ (also known as Level III) line item detail, which is equivalent to the information found on an itemized invoice, requires greater system capability and is provided through 3Delta Systems’ payment applications.
